VACANCY NOTICE: SLTA CHIEF EXECUTIVE OFFICER

(Saint Lucia Tourism Authority)- The Saint Lucia Tourism Authority invites applications from suitable qualified persons for the position of Chief Executive Officer (CEO) based in Saint Lucia.   Under the direction of the Board of Directors, the CEO will provide overall management of the Saint Lucia Tourism Authority including oversight of the development of the Authority’s marketing, product development, destination services, general administration, financial management, research and strategic planning.  The specific duties for this position are outlined below:

KEY RESPONSIBILITIES:

Strategic Direction and Development

  1. Leads the management team and advises the Board of Directors on the development of the Authority’s strategic plan, including periodic review of the vision and mission.
  2. Works in collaboration with the Board of Directors, staff and other public and private sector organizations to identify new projects that would further the strategic goals of the Authority.
  3. Prepares, in consultation with key partners, implementation plans for the development of Saint Lucia’s tourism industry, in accordance with the strategic plan.

Marketing Programme

  1. Oversees preparation of an annual marketing plan and work programme for the operation of the Authority’s marketing programme, including the setting of annual and quarterly targets.
  2. Establishes, in consultation with the management team, standards and targets for performance in each area.
  3. Ensures that performance in meeting standards and targets is monitored and evaluated on a regular basis and provides support as needed to staff.

Destination Services

  1. Oversees preparation of an annual plan and work programme for the enhancement and diversification of the tourism product.
  2. Builds effective relationships with cruise lines, airlines, ferry operators and tour operators.
  3. Establishes, in consultation with the management team, standards and targets for performance in each area.
  4. Ensures that performance in meeting standards and targets is monitored and evaluated on a regular basis and provides support as needed to staff.

Financial Management

  1. Ensures that proper controls are in place to manage and protect the Authority’s assets.
  2. Ensures that proper accounting procedures are in place and being followed and that accurate and timely financial reports are produced.
  3. Oversees development of an annual budget for review and approval by the Board of Directors and monitors compliance with the approved budget.
  4. Monitors and analyzes monthly revenues, expenses and cash flow to ensure that the Authority is operating on a sound financial basis.

Human Resources

  1. Ensures that the systems for proper human resource management are in place and being implemented appropriately.
  2. Ensures that the support services needed for the effective and efficient operation of the Authority are in place and working properly, including information management and administrative services.

Communication and Public Relations

  1. Ensures that there are effective means of communication with the Board of Directors and among the staff members of the Authority.
  2. Ensures that there are effective means of communication with the Authority’s partners, media and the various communities of Saint Lucia.
  3. Represents the Authority on task forces and committees established to further the economic and social development of Saint Lucia.
  4. Establishes and maintains effective working relationships with Government officials and stakeholders in the tourism sector locally, regionally and internationally.

 

Support of the Board of Directors

  1. Ensures that Board of Directors and committee meetings are held regularly and properly organized.
  2. Ensures that members of the Board of Directors receive timely and accurate information regarding the operations and finances of the Authority.
  3. Consults with the Board of Directors on a regular basis regarding matters within its areas of responsibility.

Supervision of Management Staff

  1. Assist with the recruitment and selection of management staff following the policies and procedures of the Authority.
  2. Execution of performance management to include establishing annual performance objectives, reviews, coaching, development and training for each member of management.
  3. Provides ongoing support to staff by communicating the Authority’s policies, procedures and key decisions, conveying staff concerns to the Board of Directors and ensuring that staff have the resources to effectively execute their responsibilities.
  4. Establishes positive working relationships with management staff and oversees their work ensuring that it meets the Authority’s standards.
  5. Makes recommendations to the Board of Directors regarding salary levels, promotions, disciplinary action and contract renewals.

General

  1. Carries out such other duties as assigned from time to time by the Board of Directors.

Qualifications/Experience:

  • Master’s Degree in Business, Tourism, and/or Marketing; training in the area of tourism marketing and product development would be an asset.
  • A minimum of ten years, with at least five years of experience with management level responsibilities and international marketing experience.
  • Previous corporate management experience and a proven track record for effective team management and results-driven leadership.
  • Competent in the use of Microsoft Office Suite (Word, Excel, etc.) and extensive knowledge of social media platforms.
  • Understanding of visitor needs and the tourism industry – extensive knowledge of products and services in Saint Lucia.
  • Excellent communication skills and analytical skills.
  • Professional work ethic – projecting a strong brand image of the Authority and Saint Lucia.

Remuneration will be commensurate with qualifications and experience.
